Per our policy, the latest released AppleClang has been 14 for a while,
so libc++ is removing support for AppleClang 13. Our CI bots have been
moved to AppleClang 14 a few weeks ago.

This concept is introduced in P2286, but was implemented in libc++
before. This implementation was used in the library internally. This
implementation lacked the resolution of LWG3636. The original formatter
had a non-const member function that wasn't trivial to make a const
member. The recent parser improvements made this member a const member
in preparation of LWG3636.
Note LWG3636 isn't voted in. Its status is Ready. P2286's concept has
been written as-if LWG3636 is accepted and refers to that LWG issue.
Updates some tests make format a const member function and removes a
tests that's mainly a duplicate of the formattable concept test.

Formatting the alternate form for the general categories should keep the
trailing zeros. This was reported by @fsb4000 in D131336.
The default format uses general formatting but this should not keep the
trailing zeros so the default format is not passed to the formatter.
While testing I found an off by one error; finding the exponent character
`e` in 1e+03 will start at after the `1` so a size of `4` can contain an
exponent.

This implements a not accepted LWG issue. Not doing so would require
integral types to use the handle class instead of being directly stored
in the basic_format_arg.
The previous code used `std::forward` in places where it wasn't required
by the Standard. These are now removed.

With to_chars supporting 128-bit it's possible to support the full
128-bit range in format. This only removes the previous restrictions
and updates the tests to validate proper support.

A formatter using a handle only needs to satisfy the BasicFormatter
requirements. The current test allowed more than that minimum. Changed
it to the minimum to make sure it works.

The debug mode has been broken pretty much ever since it was shipped
because it was possible to enable the debug mode in user code without
actually enabling it in the dylib, leading to ODR violations that
caused various kinds of failures.
This commit makes the debug mode a knob that is configured when
building the library and which can't be changed afterwards. This is
less flexible for users, however it will actually work as intended
and it will allow us, in the future, to add various kinds of checks
that do not assume the same ABI as the normal library. Furthermore,
this will make the debug mode more robust, which means that vendors
might be more tempted to support it properly, which hasn't been the
case with the current debug mode.
This patch shouldn't break any user code, except folks who are building
against a library that doesn't have the debug mode enabled and who try
to enable the debug mode in their code. Such users will get a compile-time
error explaining that this configuration isn't supported anymore.
In the future, we should further increase the granularity of the debug
mode checks so that we can cherry-pick which checks to enable, like we
do for unspecified behavior randomization.

This optimizes the __format_arg_store type to allow a more efficient
storage of the basic_format_args.
It stores the data in two arrays:
- A struct with the tag of the exposition only variant's type and the
offset of the element in the data array. Since this array only depends
on the type information it's calculated at compile time and can be
shared by different instances of this class.
- The arguments converted to the types used in the exposition only
variant of basic_format_arg. This means the packed data can be
directly copied to an element of this variant.
The new code uses rvalue reference arguments in preparation for P2418.
The handle class also has some changes to prepare for P2418. The real
changed for P2418 will be done separately, but these parts make it
easier to implement that paper.
Some parts of existing test code are removed since they were no longer
valid after the changes, but new tests have been added.

The GCC failures were partly fixed in D124103.
The format functions tests are fixed on GCC but they require a huge
amount of RAM (>10 GB). This fails with parallel testing in the CI. It
can be solved by splitting the test, but GCC-12 will be released shortly
and might fix the memory usage in these tests. Therefore these tests
remain disabled.

All supported compilers that support C++20 now support concepts. So, remove
`_LIB_LIBCPP_HAS_NO_CONCEPTS` in favor of `_LIBCPP_STD_VER > 17`. Similarly in

These tests don't seem specific to the debug mode, so it makes sense to
run them even when the debug mode is disabled. When we run with the debug
mode enabled, we'll get the out-of-bounds checking that this test seems
to be concerned with.

These tests were formatted with older clang-format settings, this
updates them to the current settings.
In order to implement P2216 a lot of changes to these tests are
required. This makes it easier to review those patches.
This implements the handler according to P0645. P2418 changes the wording

@CaseyCarter reported that the tests for the std-format-spec rejects leading
zeroes for precision, which the Standard does not require. The Standard allows
them. Only for precision, not for the width or an arg-id.
Fixes the precision parser and adds some test for the arg-id since they
were missing.

This removes the `format_args_t` from `<format>` and adjusts the type of
the `format_args` for the `vformat_to` overloads.
The `format_context` uses a `back_insert_iterator<string>` therefore the
new `output_iterator` function uses a `string` as its temporary storage
buffer. This isn't ideal. The next patches in this series will improve
this. These improvements make it easy to also improve `format_to_n` and
`formatted_size`.
This addresses P2216 `6. Binary size`.
P2216 `5. Compile-time checks` are not part of this change.

The tests fails in debug mode since it manipulates an iterator to a
`std::string` returned from the dylib. This is a known issue for the
debug iterators.
Updating the libc++ Docker image to Ubuntu Focal caused some breakage.
This was temporary disabled in D112737. This re-enables one of these
tests.

After recent changes to the Docker image, all hell broke loose and the
CI started failing. This patch marks a few tests as unsupported until
we can figure out what the issues are and fix them.
In the future, it would be ideal if the nodes could pick up the Dockerfile
present in the revision being tested, which would allow us to test changes
to the Dockerfile in the CI, like we do for all other code changes.

Some embedded platforms do not wish to support the C library functionality
for handling wchar_t because they have no use for it. It makes sense for
libc++ to work properly on those platforms, so this commit adds a carve-out
of functionality for wchar_t.
Unfortunately, unlike some other carve-outs (e.g. random device), this
patch touches several parts of the library. However, despite the wide
impact of this patch, I still think it is important to support this
configuration since it makes it much simpler to port libc++ to some
embedded platforms.

This implements the initial version of the `std::formatter` class and its specializations. It also implements the following formatting functions:
- `format`
- `vformat`
- `format_to`
- `vformat_to`
- `format_to_n`
- `formatted_size`
All functions have a `char` and `wchar_t` version. Parsing the format-spec and
using the parsed format-spec hasn't been implemented. The code isn't optimized,
neither for speed, nor for size.
The goal is to have the rudimentary basics working, which can be used as a
basis to improve upon. The formatters used in this commit are simple stubs that
will be replaced by real formatters in later commits.
The formatters that are slated to be replaced in this patch series don't have
an availability macro to avoid merge conflicts.
Note the formatter for `bool` uses `0` and `1` instead of "false" and
"true". This will be fixed when the stub is replaced with a real
formatter.
