[clang-tidy] Add a Standalone diagnostics mode to clang-tidy
Adds a flag to `ClangTidyContext` that is used to indicate to checks that fixes will only be applied one at a time.
This is to indicate to checks that each fix emitted should not depend on any other fixes emitted across the translation unit.
I've currently implemented the `IncludeInserter`, `LoopConvertCheck` and `PreferMemberInitializerCheck` to use these support these modes.

Reasoning behind this is in use cases like `clangd` it's only possible to apply one fix at a time.
For include inserter checks, the include is only added once for the first diagnostic that requires it, this will result in subsequent fixes not having the included needed.

A similar issue is seen in the `PreferMemberInitializerCheck` where the `:` will only be added for the first member that needs fixing.

Fixes emitted in `StandaloneDiagsMode` will likely result in malformed code if they are applied all together, conversely fixes currently emitted may result in malformed code if they are applied one at a time.
For this reason invoking `clang-tidy` from the binary will always with `StandaloneDiagsMode` disabled, However using it as a library its possible to select the mode you wish to use, `clangd` always selects `StandaloneDiagsMode`.

This is an example of the current behaviour failing

Incorrectly transformed to:

struct Foo {

  Foo(int D, int E), B(E) {

```
In `StandaloneDiagsMode`, it gets transformed to:

  int A, B;
  Foo(int D, int E) : B(E) {
    A = D;
     // Fix Here
  }
};
```

Chris Kennelly 8d2c095e5a [clang-tidy] Omit std::make_unique/make_shared for default initialization.
This extends the check for default initialization in arrays added in
547f89d607 to include scalar types and exclude them from the suggested fix for
make_unique/make_shared.

Rewriting std::unique_ptr<int>(new int) as std::make_unique<int>() (or for
other, similar trivial T) switches from default initialization to value
initialization, a performance regression for trivial T.  For these use cases,
std::make_unique_for_overwrite is more suitable alternative.

Alexander Kornienko fdfe324da1 [clang-tidy] IncludeInserter: allow <> in header name
This adds a pair of overloads for create(MainFile)?IncludeInsertion methods that
use the presence of the <> in the file name to control whether the #include
directive will use angle brackets or quotes. Motivating examples:

https://github.com/llvm/llvm-project/blob/master/clang-tools-extra/clang-tidy/modernize/MakeSmartPtrCheck.cpp#L433

The overloads with the IsAngled parameter can be removed after the users are
updated.

Update (almost all) usages of createMainFileIncludeInsertion.

[clang-tidy] Refactor IncludeInserter
Simplified how `IncludeInserter` is used in Checks by abstracting away the SourceManager and PPCallbacks inside the method `registerPreprocessor`.
Changed checks that use `IncludeInserter` to no longer use a `std::unique_ptr`, instead the IncludeInserter is just a member of the class thats initialized with an `IncludeStyle`.
Saving an unnecessary allocation.

This results in the removal of the field `IncludeSorter::IncludeStyle` from the checks, as its wrapped in the `IncludeInserter`.
No longer need to create an instance of the `IncludeInserter` in the registerPPCallbacks, now that method only needs to contain:
```
Inserter.registerPreprocessor(PP);
```
Also added a helper method to `IncludeInserter` called `createMainFileInclusionInsertion`, purely sugar but does better express intentions.

[clang-tidy] Reworked enum options handling(again)
Reland b9306fd after fixing the issue causing mac builds to fail unittests.

Following on from D77085, I was never happy with the passing a mapping to the option get/store functions. This patch addresses this by using explicit specializations to handle the serializing and deserializing of enum options.

Nathan James 39c4246e1e [clang-tidy] Added virtual isLanguageVersionSupported to ClangTidyCheck
Summary:
Motivated by [[ https://bugs.llvm.org/show_bug.cgi?id=45045 | Tune inspections to a specific C++ standard. ]]
Moves the isLanguageVersionSupported virtual function from `MakeSmartPtrCheck` to the base `ClangTidyCheck` class.
This will disable registering matchers or pp callbacks on unsupported language versions for a check.
Having it as a standalone function is cleaner than manually disabling the check in the register function and should hopefully
encourage check developers to actually restrict the check based on language version.
As an added bonus this could enable automatic detection of what language version a check runs on for the purpose of documentation generation

Jonas Devlieghere 1c705d9c53 [clang-tools-extra] Migrate llvm::make_unique to std::make_unique
Now that we've moved to C++14, we no longer need the llvm::make_unique
implementation from STLExtras.h. This patch is a mechanical replacement
of (hopefully) all the llvm::make_unique instances across the monorepo.

Haojian Wu ceb0cc54f9 [clang-tidy] Fix make-unique check to work in C++17 mode.
Summary:
Previously, we intended to omit the check fix to the case when constructor has
any braced-init-list argument. But the HasListInitializedArgument was not
correct to handle all cases (Foo(Bar{1, 2}) will return false in C++14
mode).

This patch fixes it, corrects the tests, and makes the check to run at C++17 mode.

Chandler Carruth 2946cd7010 Update the file headers across all of the LLVM projects in the monorepo
to reflect the new license.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

Summary:
The fix for aggregate initialization (`std::make_unique<Foo>(Foo {1, 2})` needs
to see Foo copy constructor, otherwise we will have a compiler error. So we
only emit the check warning.

Haojian Wu 547f89d607 [clang-tidy] Ignore a case where the fix of make_unique check introduces side effect.
Summary:
Previously, ptr.reset(new char[5]) will be replaced with `p =
make_unique<char[]>(5)`, the fix has side effect -- doing
default initialization, it may cause performace regression (we are
bitten by this rececntly)

The check should be conservative for these cases.

Haojian Wu 0dc8fd7460 [clang-tidy] Fix one corner case in make-unique check.
Summary:
Previously, we tried to cover all "std::initializer_list" implicit conversion
cases in the code, but there are some corner cases that not covered (see
newly-added test in the patch).

Sipping all implicit AST nodes is a better way to filter out all these cases.

Haojian Wu 0e9a8a5f6f [clang-tidy] Don't generate fix for argument constructed from std::initializer_list.
Summary:
A follow-up fix of rL311652.

The previous `vector` in our test is different with `std::vector`, so
The check still generates fixes for std::vector (`auto p =
std::unique_ptr<Foo>(new Foo({1,2,3}))`) in real world, the patch makes the
vector behavior in test align with std::vector (both AST nodes are the same now).

The current fix will break the compilation -- because braced list is not
deducible in std::make_unique (with the use of forwarding) without
specifying the type explicitly.

anonymous namespace will be included in the apply-fixes. This patch fix
this.
