The `readability-braces-around-statements` check tries to look at the
closing parens of the if condition to determine where to insert braces,
however, "consteval if" statements don't have a condition, and always
have braces regardless, so the skip can be checked.
The `readability-simplify-boolean-expr` check looks at the condition
of the if statement to determine what could be simplified, but as
"consteval if" statements do not have a condition that could be
simplified, they can also be skipped here.
There may still be more checks that try to look at the conditions of
`if`s that aren't included here

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

Summary:
Single-line if statements cause a false positive when the last token in the conditional statement is a char constant:
```
if (condition)
return 'a';
```
For some reason `findEndLocation` seems to skips too many (vertical) whitespaces in this case. The same problem already occured with string literals (https://reviews.llvm.org/D25558), and was fixed by adding a special check for this very case. I just extended the condition to also include char constants. No idea what really causes the issue though.

Some of the misc checks belong to readability/. I'm moving them there
without changing check names for now. As the next step, I want to register some
of these checks in the google and llvm modules with suitable settings (e.g.
BracesAroundStatementsCheck). I'm not sure if we want to create a "readability"
module, probably not.
