Aaron Ballman adc402bf3d Use functions with prototypes when appropriate; NFC 
A significant number of our tests in C accidentally use functions
without prototypes. This patch converts the function signatures to have
a prototype for the situations where the test is not specific to K&R C
declarations. e.g.,

  void func();

becomes

  void func(void);

This is the eleventh batch of tests being updated (there are a
significant number of other tests left to be updated).

Andy Gibbs c6e68daac0 Prior to adding the new "expected-no-diagnostics" directive to VerifyDiagnosticConsumer, make the necessary adjustment to 580 test-cases which will henceforth require this new directive.

Eli Friedman e14b1997db Don't look through casts when looking for the underlying decl for a function 
call; the standard doesn't expect us to, and the program could be doing
something crazy.  Fixes PR5882.
