Fangrui Song 980679981f [Driver][test] Remove clang{{.*}} when testing -cc1 command lines
The majority of tests omit testing "clang" for -cc1 command lines. In addition,
some distributions symlink %clang to an executable with a content hash based
filename so clang{{.*}} check won't work.

With this change, we can remove many -no-canonical-prefixes whose purpose was to
make the tests pass on such distributions.

Joseph Huber ae23be84cb [OpenMP] Make the new offloading driver the default
Previously an opt-in flag `-fopenmp-new-driver` was used to enable the
new offloading driver. After passing tests for a few months it should be
sufficiently mature to flip the switch and make it the default. The new
offloading driver is now enabled if there is OpenMP and OpenMP
offloading present and the new `-fno-openmp-new-driver` is not present.

The new offloading driver has three main benefits over the old method:
- Static library support
- Device-side LTO
- Unified clang driver stages

Fangrui Song 63fbc77121 [Driver][test] Remove unused/obsoleted REQUIRES: clang-driver
It (introduced by 556d713c70) appears to be
related to the removed dragonegg project. In addition, the feature was a bit
misnamed and may lur users to unnecessarily use it.

Yaxun (Sam) Liu 09a5eae0d1 [clang-offload-bundler] add -input/-output options
Currently, clang-offload-bundler has -inputs and -outputs options that accept
values with comma as the delimiter. This causes issues with file paths
containing commas, which are valid file paths on Linux.

This add two new options -input and -output, which accept one single file,
and allow multiple instances. This allows arbitrary file paths. The old
-inputs and -outputs options will be kept for backward compatibility, but
are not allowed to be used with -input and -output options for simplicity.
In the future, -inputs and -outputs options will be phasing out.

Saiyedul Islam 35ebe4cc24 [Clang][OpenMP] Add partial support for Static Device Libraries
An archive containing device code object files can be passed to
clang command line for linking. For each given offload target
it creates a device specific archives which is either passed to llvm-link
if the target is amdgpu, or to clang-nvlink-wrapper if the target is
nvptx. -L/-l flags are used to specify these fat archives on the command
line. E.g.
  clang++ -fopenmp -fopenmp-targets=nvptx64 main.cpp -L. -lmylib

It currently doesn't support linking an archive directly, like:
  clang++ -fopenmp -fopenmp-targets=nvptx64 main.cpp libmylib.a

Linking with x86 offload also does not work.
