Nikita Popov 2978d02681 [Clang] Remove support for legacy pass manager
This removes the -flegacy-pass-manager and
-fno-experimental-new-pass-manager options, and the corresponding
support code in BackendUtil. The -fno-legacy-pass-manager and
-fexperimental-new-pass-manager options are retained as no-ops.

Fangrui Song 5fc1261ef3 [Driver] Remove -fno-experimental-new-pass-manager
to give users a final warning that they need to migrate away. They could still
use -flegacy-pass-manager for Clang 14.0.0, but the functionality may not work
for 15.0.0.

-fexperimental-new-pass-manager is a no-op for default builds, so not urgent to
be removed for 14.0.0.

clang/test/Frontend/optimization-remark-with-hotness.c is removed because its
new PM replacement optimization-remark-with-hotness-new-pm.c exists.

Fangrui Song f9c0d1b056 [Driver] Add -f[no-]legacy-pass-manager to supersede -f[no-]experimental-new-pass-manager
The new PM is considered stable and many downstream groups have adopted it (some
have adopted it for more than two years). Add -f[no-]legacy-pass-manager to reflect the
fact that it is no longer experimental and the legacy pass manager is something we strive to retire.

In the future, when the legacy PM eventually goes away,
-fno-experimental-new-pass-manager and -flegacy-pass-manager will be removed.

This patch also changes -f[no-]legacy-pass-manager to pass `-plugin-opt={new,legacy}-pass-manager` to the linker (supported by both ld.lld and LLVMgold.so) when -flto/-flto=thin is specified
