Louis Dionne deb3b5552f [libc++] Take advantage of -fexperimental-library in libc++
When -fexperimental-library is passed, libc++ will now pick up the
appropriate __has_feature flag defined by Clang to enable the
experimental library features.

As a fly-by, also update the documentation for the various TSes.

Louis Dionne 8711fcae27 [libc++] Treat incomplete features just like other experimental features
In particular remove the ability to expel incomplete features from the
library at configure-time, since this can now be done through the
_LIBCPP_ENABLE_EXPERIMENTAL macro.

Also, never provide symbols related to incomplete features inside the
dylib, instead provide them in c++experimental.a (this changes the
symbols list, but not for any configuration that should have shipped).

According to @aaron.ballman this was marked Tentatively Ready as of 2022-07-07.
D129362 implemented the C counterpart.

Mark de Wever 9e5c293492 [libc++] Removes __cpp_lib_monadic_optional.
P0798R8 "Monadic operations for std::optional" has been implemented, so
this LWG issue can be adopted.

During review it was discovered another paper bumped the macro. The
part affecting optional of this paper is done, the variant isn't. The
status page is updated to reflect the current state.

Mark de Wever 4684857abf [libc++][format] Finish P0645 Text Formatting.
This adjust the version macro and sets it as completed. All parts of the paper
have been implemented, except for the parts replaced by later papers and
LWG-issues.

Adjusted the synopsis to match the synopsis in the Standard. Not yet
implemented parts of P2216 and P2418 still use the P0645 wording.

Kent Ross 5d993d3bc5 [libc++][doc] Repair files with CRLF line endings.
These are the only files in libc++ that have CRLF line endings instead of LF.

Louis Dionne cf005c4c50 [libc++] NFC: Move the status docs to their own subdirectory
This cleans up the libcxx/doc directory quite a bit and will avoid the
proliferation of status files in that directory as new standards are voted.
