qualifiers from all levels matching a multidimensional array.
For example, this allows casting from
pointer to array of array of const volatile int
to
pointer to const pointer to volatile pointer to int
because the multidimensional array part of the source type corresponds
to a part of the destination type that contains both 'const' and
'volatile'.

This allows more qualification conversions, eg. conversion from
'int *(*)[]' -> 'const int *const (*)[]'
is now permitted, along with all the consequences of that: more types
are similar, more cases are permitted by const_cast, and conversely,
fewer "casting away constness" cases are permitted by reinterpret_cast.

For 'x::template y', consistently give a "no member named 'y' in 'x'"
diagnostic if there is no such member, and give a 'template keyword not
followed by a template' name error if there is such a member but it's not a
template. In the latter case, add a note pointing at the non-template.
Don't suggest inserting a 'template' keyword in 'X::Y<' if X is dependent
if the lookup of X::Y was actually not a dependent lookup and found only
non-templates.

More generally, this permits a template to be specialized in any scope in which
it could be defined, so this also supersedes DR44 and DR374 (the latter of
which we previously only implemented in C++11 mode onwards due to unclarity as
to whether it was a DR).

3.4.6 [basic.lookup.udir] paragraph 1:
In a using-directive or namespace-alias-definition, during the lookup for a namespace-name or for a name in a nested-name-specifier, only namespace names are considered.

These test updates almost exclusively around the change in behavior
around enum: enums without a definition are considered incomplete except
when targeting MSVC ABIs. Since these tests are interested in the
'incomplete-enum' behavior, restrict them to %itanium_abi_triple.

We don't yet support pointer-to-member template arguments that have undergone
pointer-to-member conversions, mostly because we don't have a mangling for them yet.

This allows 'namespace A::B { ... }' as a shorthand for 'namespace A {
namespace B { ... } }'. We already supported this correctly for error recovery;
promote that support to a full implementation.
This is not the right implementation: we do not maintain source fidelity
because we desugar the nested namespace definition in the parser. This is
tricky to avoid, since the definition genuinely does inject one named
entity per level in the namespace name.

Clang forgot that '++s.m' was a bitfield l-value and permit it's address
to be taken; this would crash at CodeGen-time.
Instead, propagate the object-kind when we see the prefix
increment/decrement.
This fixes PR20496.

Summary:
Declaring a function as inline after it has been defined is in violation
of [dcl.fct.spec]p4. The program would get a strong definition instead
of getting a function with linkonce_odr linkage.
