Louis Dionne 342e0ebd0b Revert the removal of LLVM_ENABLE_PROJECTS for libc++ and libc++abi
This commit reverts the following commits:

- 952f90b72b
- e6a0800532 (D132298)
- 176db3b3ab (D132324)

These commits caused CI instability and need to be reverted in order
to figure things out again. See the discussion in https://llvm.org/D132324

John Ericson 176db3b3ab [RFC] Remove support for building C++ with `LLVM_ENABLE_PROJECTS`
This has been officially deprecated since D112724, meaning the
deprecation warning is present in released 14 and 15.

This makes me think that now, shortly after the 15 release is branched,
is a good time to pull the trigger.

Louis Dionne b4bd194378 [libc++] Refactor the fuzzing tests
Define all the fuzzing tests in libcxx/test/libcxx/fuzzing, and get
rid of the ad-hoc libcxx/fuzzing directory, which wasn't properly
integrated with the build system or test suite.

As a fly-by change, this also reduces the dependencies of fuzzing tests
on large library components like <iostream>, to make them work on more
platforms.
