Daniel Dunbar 97ea867690 MultiTestRunner: Validate '&&' at the end of RUN lines. 
- This is just to normalize, these will go away soon hopefully.

Added all the missing '&&'s that have crept in. :)

Daniel Dunbar 91ade14197 Output UTF-16 string literals independent of host byte order. 
- Steve, can you take a look at this? It seems like this code should live
   elsewhere, and there is a FIXME about having Sema validates the UTF-8 to
   UTF-16 conversion.

Daniel Dunbar 08b216abf1 Add Target hooks for IRgen of [cf]string literals. 
- Notably, set section on cfstring literal string data (for now, this
   is done everywhere because it matches what we were already doing
   for the CFString data itself)

 - <rdar://problem/6599098> [irgen] linker requires objc string data
   to go into cstring
