Chuanqi Xu cb2289f392 [C++20] [Modules] Attach implicitly declared allocation funcitons to
global module fragment

[basic.stc.dynamic.general]p2 says:
> The library provides default definitions for the global allocation
> and deallocation functions. Some global allocation and
> deallocation
> functions are replaceable ([new.delete]); these are attached to
> the global module ([module.unit]).

But we didn't take this before and the implicitly generated functions
will live in the module purview if we're compiling a module unit. This
is bad since the owning module will affect the linkage of the
declarations. This patch addresses this.

Richard Howell 1f451a8bd6 [clang] initialize type qualifiers for FunctionNoProtoType
When initializing FunctionNoProtoType types, zero out the type
qualifiers. This will ensure the ODR hash remains stable as it
hashes the values for these qualifiers for all function types.

Chuanqi Xu 79fa0ec8c4 [C++20] [Modules] Make member functions with a in-class definition in HU implicitly inline
According to [dcl.inline]p7/note4,

> In the global module, a function defined within a class definition is
> implicitly inline.

And the declarations in the header unit are attached to the global
module fragment. So the function defined within a class definition in
header units should be implicitly inline too.

This fixes https://github.com/llvm/llvm-project/issues/57571.

Chuanqi Xu 0bc993edf4 [AST] [Modules] Introduce Decl::getNonTransparentDeclContext to handle exported friends
Closing https://github.com/llvm/llvm-project/issues/56826.

The root cause for pr56826 is: when we collect the template args for the
friend, we need to judge if the friend lives in file context. However,
if the friend lives in ExportDecl lexically, the judgement here is
invalid.

The solution is easy. We should judge the non transparent context and
the ExportDecl is transparent context. So the solution should be good.

A main concern may be the patch doesn't handle all the places of the
same defect. I think it might not be bad since the patch itself should
be innocent.

Chuanqi Xu d35134485a [C++20] [Modules] Make the linkage consistent for class template and its
specialization

Previously in D120397, we've handled the linkage for function template
and its specialization. But we forgot to handle it for class templates
and their specialization. So we make it in the patch with the similar
approach.

Iain Sandoe c7ed65b4bc [C++20][Modules] Limit ModuleInternalLinkage to modules-ts.
At present, we are generating wrong code for C++20 modules entities which
should have internal linkage. This is because we are assigning
'ModuleInternalLinkage' unconditionally to such entities. However this mode
is only applicable to the modules-ts.

This change makes the special linkage mode conditional on fmodules-ts and
adds a unit test to verify that we generate the correct linkage.

Currently, static variables and functions in module purview are emitted into
object files as external. On some platforms, lambdas are emitted as global
weak defintions (on Windows this causes a mangler crash).

Chuanqi Xu 8474668608 [C++20] [Modules] Make the linkage consistent for template and its
specialization

Before the patch, the compiler would crash for the test due to
inconsistent linkage.

This patch tries to avoid it by make the linkage consistent for template
and its specialization. After the patch, the behavior of compiler would
be partially correct for the case.
The correct one is:

```
export template<class T>
void f() {}
template<>
void f<int>() {}
```

In this case, the linkage for both declaration should be external (the
wording I get by consulting in WG21 is "the linkage for name f should be
external").

And for the case:
```
template<class T>
void f() {}
export template<>
void f<int>() {}
```

Compiler should reject it. This isn't done now. After all, this patch would
stop a crash.

Nico Weber 0f1137ba79 [clang/Basic] Make TargetInfo.h not use DataLayout again
Reverts parts of https://reviews.llvm.org/D17183, but keeps the
resetDataLayout() API and adds an assert that checks that datalayout string and
user label prefix are in sync.

Approach 1 in https://reviews.llvm.org/D17183#2653279
Reduces number of TUs build for 'clang-format' from 689 to 575.

I also implemented approach 2 in D100764. If someone feels motivated
to make us use DataLayout more, it's easy to revert this change here
and go with D100764 instead. I don't plan on doing more work in this
area though, so I prefer going with the smaller, more self-consistent change.

[clang][ItaniumMangle] Check SizeExpr for DependentSizedArrayType

As ArrayType::ArrayType mentioned in clang/lib/AST/Type.cpp, a
DependentSizedArrayType might not have size expression because it it

braced initializer.

Thus, I add a check when mangling array of that type.

Chandler Carruth 2946cd7010 Update the file headers across all of the LLVM projects in the monorepo
to reflect the new license.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.
