This changes add_custom_libcxx to also build libcxxabi and merges
the two into a static and hermetic library.
There are multiple advantages:
1) The resulting libFuzzer doesn't expose C++ internals and looks
like a plain C library.
2) We don't have to manually link in libstdc++ to provide cxxabi.
3) The sanitizer tests cannot interfere with an installed version
of libc++.so in LD_LIBRARY_PATH.

Add pthread_tryjoin_np() and pthread_timedjoin_np() interceptors on Linux,
so that ThreadSanitizer can handle programs using these functions.

This test fails consistently on Ubuntu 16.xx powerpc64 LE systems.
The cause is being investigated and in the meantime disable it so
the buildbots can run cleanly.

Check that TSan runtime doesn't contain compiler-inserted calls
to memset/memmove functions.
In future, we may consider moving this test to test/sanitizer_common,
as we don't want to have compiler-inserted memcpy/memmove calls in
any sanitizer runtime.
