Reid Kleckner 4c2a6567bb Avoid ASTContext.h -> TargetInfo.h dep 
This has been done before in 2008: ab13857072
But these things regress easily.

Breaks BUILD_SHARED_LIBS build, introduces cycles in library dependency
graphs. (clangInterp depends on clangAST which depends on clangInterp)
