This fixes the lldb crash that was observed by ensuring that our
friend-'template contains reference to' TreeTransform properly handles a
TemplateDecl.
This reverts commit 2f20743952 because it
triggers an assertion when building an LLDB test program:
Assertion failed: (InstantiatingSpecializations.empty() && "failed to
clean up an InstantiatingTemplate?"), function ~Sema, file
/Users/buildslave/jenkins/workspace/lldb-cmake/llvm-project/clang/lib/Sema/Sema.cpp,

This includes a fix for the libc++ issue I ran across with friend
declarations not properly being identified as overloads.

The patch caused some problems with the libc++ `__range_adaptor_closure`
that I haven't been able to figure out the cause of, so I am reverting
while I figure out whether this is a solvable problem/issue with the
CFE, or libc++ depending on an older 'incorrect' behavior.
This reverts commit 0c31da4838.
I've solved the issue with the PointerUnion by making the
`FunctionTemplateDecl` pointer be a NamedDecl, that could be a
`FunctionDecl` or `FunctionTemplateDecl` depending. This is enforced
with an assert.
This reverts commit 4b6c2cd647.
The patch caused numerous ARM 32 bit build failures, since we added a
5th item to the PointerUnion, and went over the 2-bits available in the
32 bit pointers.

Concepts are not supposed to be instantiated until they are checked, so
this patch implements that and goes through significant amounts of work
to make sure we properly re-instantiate the concepts correctly.

When doing overload resolution, we have to check that candidates' parameter types are equal before trying to find a better candidate through checking which candidate is more constrained.
This revision adds this missing check and makes us diagnose those cases as ambiguous calls when the types are not equal.

WG14 adopted the _ExtInt feature from Clang for C23, but renamed the
type to be _BitInt. This patch does the vast majority of the work to
rename _ExtInt to _BitInt, which accounts for most of its size. The new
type is exposed in older C modes and all C++ modes as a conforming
extension. However, there are functional changes worth calling out:
* Deprecates _ExtInt with a fix-it to help users migrate to _BitInt.
* Updates the mangling for the type.
* Updates the documentation and adds a release note to warn users what
is going on.
* Adds new diagnostics for use of _BitInt to call out when it's used as
a Clang extension or as a pre-C23 compatibility concern.
* Adds new tests for the new diagnostic behaviors.
I want to call out the ABI break specifically. We do not believe that
this break will cause a significant imposition for early adopters of
the feature, and so this is being done as a full break. If it turns out
there are critical uses where recompilation is not an option for some
reason, we can consider using ABI tags to ease the transition.
This test case had been missing when the original code
was introduced by 2fcb863b2b.

down. It would previously lose the sugar on first recursion.
* Undeduced AutoType will be properly canonicalized, including the constraint

As a result, we start seeing sugared types in a lot more test cases,
including some which showed very unfriendly `type-parameter-*-*` types.

Helper function `getDefaultOpenCLPointeeAddrSpace()` introduced to
`ASTContext` class. It returns default OpenCL address space
depending on language version and enabled features. If generic
address space is supported, the helper function returns value
`LangAS::opencl_generic`. Otherwise, value `LangAS::opencl_private`
is returned. Code refactoring changes performed in several suitable
places.

specialization while substituting a partial template parameter pack,
don't try to extend the existing deduction.
This caused us to select the wrong partial specialization in some rare
cases. A recent change to libc++ caused this to happen in practice for
code using std::conjunction.
There was a missing isInvalid() check leading to an attempt to
instantiate template with an empty instantiation stack.

When deducing a reference type for forwarding references prevent
adding default address space of a template argument if it is given.
This got reported in PR48896 because in OpenCL all parameters are
in private address space and therefore when we initialize a
forwarding reference with a parameter we should just inherit the
address space from it i.e. keep __private instead of __generic.
