Rafael Espindola ad33dd2914 Move getNonexecutableStackSection up to the base ELF class. 
The .note.GNU-stack section is not SystemZ/X86 specific.

Benjamin Kramer a7c40ef022 Canonicalize header guards into a common format. 
Add header guards to files that were missing guards. Remove #endif comments
as they don't seem common in LLVM (we can easily add them back if we decide
they're useful)

Changes made by clang-tidy with minor tweaks.

Richard Sandiford b4d67b593e [SystemZ] Remove "virtual" from override methods

Rafael Espindola 43c4e24fad Add a MCAsmInfoELF class and factor some code into it. 
We had a MCAsmInfoCOFF, but no common class for all the ELF MCAsmInfos before.

Ulrich Weigand 5f613dfd1f [SystemZ] Add back end 
This adds the actual lib/Target/SystemZ target files necessary to
implement the SystemZ target.  Note that at this point, the target
cannot yet be built since the configure bits are missing.  Those
will be provided shortly by a follow-on patch.

This version of the patch incorporates feedback from reviews by
Chris Lattner and Anton Korobeynikov.  Thanks to all reviewers!
