James Y Knight 5d71fc5d7b Adjust documentation for git migration. 
This fixes most references to the paths:
 llvm.org/svn/
 llvm.org/git/
 llvm.org/viewvc/
 github.com/llvm-mirror/
 github.com/llvm-project/
 reviews.llvm.org/diffusion/

to instead point to https://github.com/llvm/llvm-project.

This is *not* a trivial substitution, because additionally, all the
checkout instructions had to be migrated to instruct users on how to
use the monorepo layout, setting LLVM_ENABLE_PROJECTS instead of
checking out various projects into various subdirectories.

I've attempted to not change any scripts here, only documentation. The
scripts will have to be addressed separately.

Additionally, I've deleted one document which appeared to be outdated
and unneeded:
  lldb/docs/building-with-debug-llvm.txt

Roman Lebedev 6017bf4f31 [Tooling] [0/1] Refactor FrontendActionFactory::create() to return std::unique_ptr<> 
Summary:
Noticed during review of D41102.

I'm not sure whether there are any principal reasons why it returns raw owning pointer,
or it is just a old code that was not updated post-C++11.

I'm not too sure what testing i should do, because `check-all` is not error clean here for some reason,
but it does not //appear// asif those failures are related to these changes.

This is clang part.
Clang-tools-extra part is D43780.

Alexander Kornienko b5e774eb2c Filter-out irrelevant command-line options in CommonOptionsParser. 
Summary:
Leave only -help, -version and options from the specified category.
Updated clang-check and clang-tidy. As clang-tidy is in a separate repository,
here's the diff:

Edwin Vane 524741fbbd Style and Doc fix for CommonOptionsParser 
- Renaming GetCompilations() and GetSourcePathList() to follow LLVM
  style.
- Updating docs to reflect name change.
- Also updating help text to not mention clang-check since this class
  can be used by any tool.
