Clangd uses FSProvider to get threadsafe views into file systems. This
patch changes naming to make that more explicit.

Summary:
We've been running doxygen with the autobrief option for a couple of
years now. This makes the \brief markers into our comments
redundant. Since they are a visual distraction and we don't want to
encourage more \brief markers in new code either, this patch removes
them all.

r357102 made clangd-fuzzer no longer compile, but before
r357654 / r357694 we didn't notice. Fix the compile.
Also add a dep on FuzzMutate which I forgot to do in r357654.

This allows building it even if no fuzzer is enabled. (Sadly, it only
builds on Linux at the moment.)
