Add header guards to files that were missing guards. Remove #endif comments
as they don't seem common in LLVM (we can easily add them back if we decide
they're useful)
Changes made by clang-tidy with minor tweaks.

If the src, dst and size of a memcpy are known to be 4 byte aligned we
can call __memcpy_4() instead of memcpy().

Move EmitTargetCodeForMemcpy, EmitTargetCodeForMemset, and
EmitTargetCodeForMemmove out of TargetLowering and into
SelectionDAGInfo to exercise this.
