Even with D129349 <https://reviews.llvm.org/D129349>, various SPARC JIT
tests still `FAIL`. They are guarded by `host-supports-jit`. This is set
from `clang-repl --host-supports-jit` which still returns `true`. It turns
out the `JITTargetMachineBuilder` doesn't consider `hasJIT` at all.
This patch corrects this, turning the affected tests `UNSUPPORTED`.
Tested on `sparcv9-sun-solaris2.11`.

This change enables integrating orc::LLJIT with the ORCv2
platforms (MachOPlatform and ELFNixPlatform) and the compiler-rt orc
runtime. Changes include:
- Adding SPS wrapper functions for the orc runtime's dlfcn emulation
functions, allowing initialization and deinitialization to be invoked
by LLJIT.
- Changing the LLJIT code generation default to add UseInitArray so
that .init_array constructors are generated for ELF platforms.
- Integrating the ORCv2 Platforms into lli, and adding a
PlatformSupport implementation to the LLJIT instance used by lli which
implements initialization and deinitialization by calling the new
wrapper functions in the runtime.

This moves the registry higher in the LLVM library dependency stack.
Every client of the target registry needs to link against MC anyway to
actually use the target, so we might as well move this out of Support.
This allows us to ensure that Support doesn't have includes from MC/*.

This is how it should've been and brings it more in line with
std::string_view. There should be no functional change here.
This is mostly mechanical from a custom clang-tidy check, with a lot of
manual fixups. It uncovers a lot of minor inefficiencies.
This doesn't actually modify StringRef yet, I'll do that in a follow-up.
Works on this dependency chain:
ArrayRef.h ->
Hashing.h -> --CUT--
Host.h ->
StringMap.h / StringRef.h
ArrayRef is very popular, but Host.h is rarely needed. Move the
IsBigEndianHost constant to SwapByteOrder.h. Clients of that header are
more likely to need it.

This commit adds host CPU name and sub-target features to the
`JITTargetMachineBuilder` created by `JITTargetMachineBuilder::detectHost()`.

to reflect the new license.
We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

(1) Adds comments for the API.
(2) Removes the setArch method: This is redundant: the setArchStr method on the
triple should be used instead.
(3) Turns EmulatedTLS on by default. This matches EngineBuilder's behavior.
