This change switches tsan to the new runtime which features:
- 2x smaller shadow memory (2x of app memory)
- faster fully vectorized race detection
- small fixed-size vector clocks (512b)
- fast vectorized vector clock operations
- unlimited number of alive threads/goroutimes

ASan, LSan, MSan and UBSan all allow to use environment variable `*SAN_SYMBOLIZER_PATH` to pass the symbolizer path, this patch add `TSAN_SYMBOLIZER_PATH` to TSan.

D28596 added SANITIZER_INTERFACE_WEAK_DEF which can guarantee `*_default_options` are always defined.
The weak attributes on the `__{asan,lsan,msan,ubsan}_default_options` declarations can thus be removed.
`MaybeCall*DefaultOptions` no longer need nullptr checks, so their call sites can just be replaced by `__*_default_options`.
