Only generate the popc instruction for SPARC CPUs that implement it.

The popc instruction is defined in the SPARCv9 instruction set
architecture, but it was emulated on CPUs older than Niagara 2.

Add support for 64-bit calling convention.

test cases using i64 arguments.

For PR1319:

Remove && from the end of the lines to prevent tests from throwing run
lines into the background. Also, clean up places where the same command
is run multiple times by using a temporary file.
