This adds support under AArch64 for the target("..") attributes. The
current parsing is very X86-shaped, this patch attempts to bring it line
with the GCC implementation from
https://gcc.gnu.org/onlinedocs/gcc/AArch64-Function-Attributes.html#AArch64-Function-Attributes.
The supported formats are:
- "arch=<arch>" strings, that specify the architecture features for a
function as per the -march=arch+feature option.
- "cpu=<cpu>" strings, that specify the target-cpu and any implied
atributes as per the -mcpu=cpu+feature option.
- "tune=<cpu>" strings, that specify the tune-cpu cpu for a function as
per -mtune.
- "+<feature>", "+no<feature>" enables/disables the specific feature, for
compatibility with GCC target attributes.
- "<feature>", "no-<feature>" enabled/disables the specific feature, for
backward compatibility with previous releases.
To do this, the parsing of target attributes has been moved into
TargetInfo to give the target the opportunity to override the existing
parsing. The only non-aarch64 change should be a minor alteration to the
error message, specifying using "CPU" to describe the cpu, not
"architecture", and the DuplicateArch/Tune from ParsedTargetAttr have
been combined into a single option.

A significant number of our tests in C accidentally use functions
without prototypes. This patch converts the function signatures to have
a prototype for the situations where the test is not specific to K&R C
declarations. e.g.,
void func();
becomes
void func(void);
This is the first batch of tests being updated (there are a significant
number of other tests left to be updated).
This adds parsing and codegen support for tune in target attribute.
I've implemented this so that arch in the target attribute implicitly disables tune from the command line. I'm not sure what gcc does here. But since -march implies -mtune. I assume 'arch' in the target attribute implies tune in the target attribute.

There were a few issues previously with the target
attribute diagnostics implementation that lead to the
attribute being added to the AST despite having an error
in it.
This patch changes that, and adds a test to ensure it
does not get added to the AST.

Since we're ignoring the tune= and fpmath= attributes go ahead
and add a warning alerting people to the fact that we're going
to ignore that part of it during code generation and tie it to
the attribute warning set.

Modeled after the gcc attribute of the same name, this feature
allows source level annotations to correspond to backend code
generation. In llvm particular parlance, this allows the adding
of subtarget features and changing the cpu for a particular function
based on source level hints.
This has been added into the existing support for function level
attributes without particular verification for any target outside
of whether or not the backend will support the features/cpu given
(similar to section, etc).
