Convert Fortran parse-tree into MLIR for collapse-clause.
Includes simple Fortran to LLVM-IR test, with auto-generated
check-lines (some of which have been edited by hand).

The OpenMP worksharing loop operation in the dialect is a proper loop
operation and not a container of a loop. So we have to lower the
parse-tree OpenMP loop construct and the do-loop inside the construct
to a omp.wsloop operation and there should not be a fir.do_loop inside
it. This is achieved by skipping fir.do_loop creation and calling genFIR
for the nested evaluations in the lowering of the do construct.
Note: Handling of more clauses, parallel do, storage of loop index variable etc will come in separate patches.

Privatisation creates local copies of variables in the OpenMP region.
Two functions `createHostAssociateVarClone` and `copyHostAssociateVar`
are added to create a clone of the variable for basic privatisation and to
copy the contents for first-privatisation.
Note: Tests for more data-types will be added when the fir.do_loop is
upstreamed.

This patch adds parser nodes for each indivudual section in sections
construct. This should help with the translation to FIR. `!$omp section`
was not recognized as a construct and hence needed special handling.
`OpenMPSectionsConstruct` contains a list of `OpenMPConstruct`. Each
such `OpenMPConstruct` wraps an `OpenMPSectionConstruct`
(section, not sections). An `OpenMPSectionConstruct` is a wrapper around
a `Block`.

Currently, CGOps.h and FIROps.h contain `using namespace mlir;`. Every
file that includes one of these header files (directly and transitively)
will have the MLIR namespace enabled. With name-clashes within
sub-projects (LLVM and MLIR, MLIR and Flang), this is not desired. Also,
it is not possible to "un-use" a namespace once it is "used". Instead,
we should try to limit `using namespace` to implementation files (i.e.
*.cpp).
This patch removes `using namespace mlir;` from header files and adjusts
other files accordingly. In header and TableGen files, extra namespace
qualifier is added when referring to symbols defined in MLIR. Similar
approach is adopted in source files that didn't require many changes. In
files that would require a lot of changes, `using namespace mlir;` is
added instead.

This patch introduce basic function/subroutine calls.
Because of the state of lowering only simple scalar arguments
can be used in the calls. This will be enhanced in follow up
patches with arrays, allocatable, pointer ans so on.

This patch removes the following clauses from OpenMP Dialect:
- private
- firstprivate
- lastprivate
- shared
- default
- copyin
- copyprivate
The privatization clauses are being handled in the flang frontend. The
data copying clauses are not being handled anywhere for now. Once
we have a better picture of how to handle these clauses in OpenMP
Dialect, we can add these. For the time being, removing unneeded
clauses.

This patch removes some files made obsolete by newer version
of them available in the Optimizer directory.
`flang/include/flang/Lower/FIRBuilder.h` and `flang/lib/Lower/FIRBuilder.cpp` are
removed and replace by the newer version present in
`flang/include/flang/Optimizer/Builder/FIRBuilder.h` and
`flang/lib/Optimizer/Builder/FIRBuilder.cpp`.
`flang/include/flang/Lower/Support/BoxValue.h` and `flang/lib/Lower/ConvertExpr.cpp` are removed and replace by the newer
version present in `flang/include/flang/Optimizer/Builder/BoxValue.h`
This patch is a preparation to be able to upstream the lowering from
fir-dev.

The TableGen emitter for directives has two slots for flangClass information and this was mainly
to be able to keep up with the legacy openmp parser at the time. Now that all clauses are encapsulated in
AccClause or OmpClause, these two strings are not necessary anymore and were the the source of couple
of problem while working with the generic structure checker for OpenMP.
This patch remove the flangClassValue string from DirectiveBase.td and use the string flangClass as the
placeholder for the encapsulated class.

following the common OmpClause convention.
The benefits of using OmpClause:
- Functionalities from structure checker are mostly aligned to work with
`llvm::omp::Clause`.
- The unparsing as well can take advantage.
- Homogeneity with OpenACC and rest of the clauses in OpenMP.
- Could even generate the parser with TableGen, when there is homogeneity.
- It becomes confusing when to use `flangClass` and `flangClassValue` inside
TableGen, if incase we generate parser using TableGen we could have only a
single `let expression`.
This patch makes `OmpProcBindClause` clause part of `OmpClause`.
The unparse function is dropped as the unparsing is done by `WALK_NESTED_ENUM`
for `OmpProcBindClause`.

This patch introduce the separate parser for the memory-order-clause from the general
OmpClauseList. This parser still creates OmpClause node and therefore can use all the feature
from TableGen and the OmpStructureChecker.
This is applied only for the Flush construct in this patch and it should be applied for
atomic as well.
This is the approach we disscussed several time during the weekly call.

This patch lower `!OMP PARALLEL` construct from PFT to OpenMPDialect operations.
This is first patch in this direction(lowering parallel construct).
OpenMP parallel construct can have multiple clauses and parameters. This patch
only implements lowering of an empty(contains no code in body) parallel construct
without any clauses or parameters.
