This temporarily reverts commit 7019cea26d.
It seems that, for some targets, there are instructions with a lot of memory operands (probably more than would be expected). This causes a lot of buildbots to timeout and notify failed builds. While investigations are ongoing to find out why this happens, revert the changes.
Summary:
To support all targets, the mayAlias member function needs to support instructions with multiple operands.
This revision also changes the order of the emitted instructions in some test cases.

Currently when the target is big-endian vmov.i64 reverses the order of the two
words of the vector. This is correct only when the underlying element type is
32-bit, as actually what it should be doing is considering it a vector of the
underlying type and reversing the elements of that.

Printing floating point number in decimal is inconvenient for humans.
Verbose asm output will print out floating point values in comments, it
helps.
But in lots of cases, users still need additional work to covert the
decimal back to hex or binary to check the bit patterns,
especially when there are small precision difference.
Hexadecimal form is one of the supported form in LLVM IR, and easier for
debugging.
This patch try to print all FP constant in hex form instead.

Summary:
This patch adds some basic operations for fp16
vectors, such as bitcast from fp16 to i16,
required to perform extract_subvector (also added
here) and extract_element.
