Aaron Ballman e9e55acd1b Use functions with prototypes when appropriate; NFC 
A significant number of our tests in C accidentally use functions
without prototypes. This patch converts the function signatures to have
a prototype for the situations where the test is not specific to K&R C
declarations. e.g.,

  void func();

becomes

  void func(void);

This is the seventh batch of tests being updated (there are a
significant number of other tests left to be updated).

Alexey Bataev 94a170f811 [OPENMP][Analysis] Add analysis of the map clauses. 
Summary:
Added basic analysis of map clauses. Only map clauses with to and tofrom
map type must be analyzed since all other map types (alloc, delete, etc.) do not require to use the value of the initial variable, instead they create the new copy of the variable.

Alexey Bataev 95b64a9826 [OPENMP] Allow 'use_device_ptr' clause in 'target data' alone. 
According to OpenMP 5.0 at least one 'map' or 'use_device_ptr' clause
must be specified for 'target data' construct. Patch adds support for
this feature.
