Joseph Huber a69404c0a2 [OffloadPackager] Add ability to extract images from other file types
A previous patch added support for extracting images from offloading
binaries. Users may wish to extract these files from the file types they
are most commonly emebedded in, such as an ELF or bitcode. This can be
difficult for the user to do manually, as these could be stored in
different section names potentially. This patch addsp support for
extracting these file types.

Joseph Huber 86bfab2723 [OffloadPackager] Resolve copy elision warnings
Summary:
The buildbots are giving failures on the explicit move operations here.
Previously I had problems where not perfomring an explicit move would
cause problems with older compilers so we'll see if this works as
expected.

Joseph Huber ea0549d41b [OffloadPackager] Add necessary move statement on returned value
Summary:
Some older compilers cannot automatically elide the returned vector of
unique pointers, causing build errors. This patch explicitly moves the
returned value instead which should solve the problem.

Joseph Huber bf06295436 [OffloadPackager] Add option to extract files from images
We use the `clang-offload-packager` too bundle many files into a single
binary format containing metadata. This is used for offloading
compilation which may contain multiple device binaries of different
types and architectures in a single file. We use this special binary
format to store these files along with some necessary metadata around
them. We use this format because of the difficulty of determining the
filesize of the various binary inputs that will be passed to the
offloading toolchain rather than engineering a solution for each input.

Previously we only support packaing many files into a single binary.
This patch adds support for doing the reverse by using the same
`--image=` syntax. To unpackage a binary we now present an input file
instead of an output.

Joseph Huber b6178ccfe8 [OffloadPackager] Use appropriate kind for LTO bitcode
Summary:
Currently we just check the extension to set the image kind. This
incorrectly labels the `.o` files created during LTO as object files.
This patch simply adds a check for the bitcode magic bytes instead.

Joseph Huber 6e6889288c [Offloading] Embed the target features in the OffloadBinary
The target features are necessary for correctly compiling most programs
in LTO mode. Currently, these are derived in clang at link time and
passed as an arguemnt to the linker wrapper. This is problematic because
it requires knowing the required toolchain at link time, which should
not be necessry. Instead, these features should be embedded into the
offloading binary so we can unify them in the linker wrapper for LTO.
This also required changing the offload packager to interpret multiple
arguments as concatenation with a comma. This is so we can still use the
`,` separator for the argument list.

Joseph Huber f06731e3c3 [Binary] Make the OffloadingImage type own the memory
Summary:
The OffloadingBinary uses a convenience struct to help manage the memory
that will be serialized using the binary format. This currently uses a
reference to an existing buffer, but this should own the memory instead
so it is easier to work with seeing as its only current use requires
saving the buffer anyway.

Joseph Huber f933c896d1 [OpenMP] Add a check for alignment in the offload packager
Summary:
These sections need to be aligned correctly to be extracted later, add
a check to indicate if they aren't.

Joseph Huber 26eb04268f [Clang] Introduce clang-offload-packager tool to bundle device files
In order to do offloading compilation we need to embed files into the
host and create fatbainaries. Clang uses a special binary format to
bundle several files along with their metadata into a single binary
image. This is currently performed using the `-fembed-offload-binary`
option. However this is not very extensibile since it requires changing
the command flag every time we want to add something and makes optional
arguments difficult. This patch introduces a new tool called
`clang-offload-packager` that behaves similarly to CUDA's `fatbinary`.
This tool takes several input files with metadata and embeds it into a
single image that can then be embedded in the host.
