This change implements the C library dependent portions of P0482R6
(char8_t: A type for UTF-8 characters and strings (Revision 6)) by
declaring std::c8rtomb() and std::mbrtoc8() in the <cuchar> header
when implementations are provided by the C library as specified by
WG14 N2653 (char8_t: A type for UTF-8 characters and strings
(Revision 1)) as adopted for C23.
A _LIBCPP_HAS_NO_C8RTOMB_MBRTOC8 macro is defined by the libc++ __config
header unless it is known that the C library provides these functions
in the current compilation mode. This macro is used for testing purposes
and may be of use to libc++ users. At present, the only C library known
to implement these functions is GNU libc as of its 2.36 release.

This implements a not accepted LWG issue. Not doing so would require
integral types to use the handle class instead of being directly stored
in the basic_format_arg.
The previous code used `std::forward` in places where it wasn't required
by the Standard. These are now removed.

`move_iterator::operator->` starting from C++20; add range comparisons
to the `<functional>` synopsis. This restores
`move_iterator::operator->` that was incorrectly deleted in D117656;
it's still defined in the latest draft, see
http://eel.is/c++draft/depr.move.iter.elem. Note that changes to
`*_result` types from 6.1 in the paper are no longer relevant now that
these types are aliases;
- P2106 ("Alternative wording for GB315 and GB316") -- add a few
`*_result` types to the synopsis in `<algorithm>` (some algorithms are
not implemented yet and thus some of the proposal still cannot be

P0798R8 "Monadic operations for std::optional" has been implemented, so
this LWG issue can be adopted.
During review it was discovered another paper bumped the macro. The
part affecting optional of this paper is done, the variant isn't. The
status page is updated to reflect the current state.

This optimizes the __format_arg_store type to allow a more efficient
storage of the basic_format_args.
It stores the data in two arrays:
- A struct with the tag of the exposition only variant's type and the
offset of the element in the data array. Since this array only depends
on the type information it's calculated at compile time and can be
shared by different instances of this class.
- The arguments converted to the types used in the exposition only
variant of basic_format_arg. This means the packed data can be
directly copied to an element of this variant.
The new code uses rvalue reference arguments in preparation for P2418.
The handle class also has some changes to prepare for P2418. The real
changed for P2418 will be done separately, but these parts make it
easier to implement that paper.
Some parts of existing test code are removed since they were no longer
valid after the changes, but new tests have been added.

This removes the `format_args_t` from `<format>` and adjusts the type of
the `format_args` for the `vformat_to` overloads.
The `format_context` uses a `back_insert_iterator<string>` therefore the
new `output_iterator` function uses a `string` as its temporary storage
buffer. This isn't ideal. The next patches in this series will improve
this. These improvements make it easy to also improve `format_to_n` and
`formatted_size`.
This addresses P2216 `6. Binary size`.
P2216 `5. Compile-time checks` are not part of this change.

Several of our C++20 and C++2b papers were missing the actual revision
number that was voted in to the Standard. The revision number is quite
important because in a few cases, a paper has a revision *after* the
one that is voted into the Standard, which isn't voted into the Standard.
Hence, if we simply followed the wg21.link blindly and implemented that,
we'd end up implementing the latest revision of the paper, which might
not have been voted.
As a fly-by fix, I found out that P1664 had been withdrawn from the
straw polls and had never been voted into the Standard. This commit
removes that entry from our list.
