This patch is the first in a series of patches to upstream the support for Apple's DriverKit. Once complete, it will allow targeting DriverKit platform with Clang similarly to AppleClang.

This change lets LLVM use the LC_BUILD_VERSION command when building for macOS 10.14, iOS 12, tvOS 12, and watchOS 5.
Additionally, this change ensures that new platforms like Apple Silicon macOS / Mac Catalyst,
and simulators running on Apple Silicon alway use LC_BUILD_VERSION with the OS version set to the
minimum supported OS version if the deployment target version is older.

Summary:
Add a new load command LC_BUILD_VERSION. It is a generic version of
LC_*_VERSION_MIN load_command used on Apple platforms. Instead of having
a seperate load command for each platform, LC_BUILD_VERSION is recording
platform info as an enum. It also records SDK version, min_os, and tools
that used to build the binary.

These MachO file directives are used by linkers and other tools to provide
compatibility information, much like the existing .ios_version_min and
.macosx_version_min.

On Darwin, it is required to stamp the object file with VERSION_MIN load
command. This commit will provide a VERSRION_MIN load command to the
MachO file that doesn't specify the version itself by inferring from
Target Triple.
