Dmitri Gribenko cb18647b19 Run ClangTidy tests in all C++ language modes 
Summary:
I inspected every test and did one of the following:

- changed the test to run in all language modes,

- added a comment explaining why the test is only applicable in a
  certain mode,

- limited the test to language modes where it passes and added a FIXME
  to fix the checker or the test.

Benjamin Kramer 8f776db7ff [clang-tidy] Insert absl::StrAppend when replacing StrCat. 
There might be no using decl for StrAppend around, inserting the
qualified name is less likely to break things.

Aaron Ballman a22d24a36c Introduce the abseil-str-cat-append check. 
This flags uses of absl::StrCat when absl::StrAppend should be used instead. Patch by Hugo Gonzalez and Benjamin Kramer.
