Baptiste Saleil 512e256c0d [PowerPC] Add clang options to control MMA support
This patch adds frontend and backend options to enable and disable
the PowerPC MMA operations added in ISA 3.1. Instructions using these
options will be added in subsequent patches.

no one is making use of QPX/A2Q/BGQ/BGP CNK anymore.

This patch remove the support of QPX/A2Q in llvm, BGQ/BGP in clang,
CNK support in openmp/polly.

Stefan Pintilie 5fcf89f778 [PowerPC] Add new Future CPU for PowerPC
This patch will add -mcpu=future into clang for PowerPC.

A CPU type is required for work that may possibly be enabled for some future
Power CPU. The CPU type future will serve that purpose. This patch introduces
no new functionality. It is an incremental patch on top of which Power PC work
for some future CPU can be done.

Justin Hibbits bc4bc5aa0d Add 8548 CPU definition and attributes
8548 CPU is GCC's name for the e500v2, so accept this in clang.  The
e500v2 doesn't support lwsync, so define __NO_LWSYNC__ for this as well,
as GCC does.

Justin Hibbits 3dac214273 Add -m(no)-spe to clang
Summary:
r337347 added support for the Signal Processing Engine (SPE) to LLVM.
This follows that up with the clang side.

Fangrui Song 6bd02a442c [PowerPC] Support -mabi=ieeelongdouble and -mabi=ibmlongdouble
gcc PowerPC supports 3 representations of long double:

* -mlong-double-64

  long double has the same representation of double but is mangled as `e`.
  In clang, this is the default on AIX, FreeBSD and Linux musl.

* -mlong-double-128

  2 possible 128-bit floating point representations:

  + -mabi=ibmlongdouble
    IBM extended double format. Mangled as `g`
    In clang, this is the default on Linux glibc.
  + -mabi=ieeelongdouble
    IEEE 754 quadruple-precision format. Mangled as `u9__ieee128` (`U10__float128` before gcc 8.2)
    This is currently unavailable.

This patch adds -mabi=ibmlongdouble and -mabi=ieeelongdouble, and thus
makes the IEEE 754 quadruple-precision long double available for
languages supported by clang.

Fangrui Song c46d78d1b7 [X86][PowerPC] Support -mlong-double-128
This patch makes the driver option -mlong-double-128 available for X86
and PowerPC. The CC1 option -mlong-double-128 is available on all targets
for users to test on unsupported targets.

On PowerPC, -mlong-double-128 uses the IBM extended double format
because we don't support -mabi=ieeelongdouble yet (D64283).

Chandler Carruth 2946cd7010 Update the file headers across all of the LLVM projects in the monorepo
to reflect the new license.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

Michal Gorny 5a409d0e30 Replace getOS() == llvm::Triple::*BSD with isOS*BSD() [NFCI]
Replace multiple comparisons of getOS() value with FreeBSD, NetBSD,
OpenBSD and DragonFly with matching isOS*BSD() methods.  This should
improve the consistency of coding style without changing the behavior.
Direct getOS() comparisons were left whenever used in switch or switch-
like context.

Diasble the use of the type __float128 for PPC machines older
than Power9.

The use of -mfloat128 for PPC machine older than Power9 will result

Erich Keane fa69c71dce Fix UBSan issue with PPC::isValidCPUName
Apparently storing the pointer to a StringLiteral as
a StringRef caused this section of code to issue a ubsan
warning.  This will hopefully fix that.

Erich Keane ebba592682 Break up Targets.cpp into a header/impl pair per target type[NFCI]
Targets.cpp is getting unwieldy, and even minor changes cause the entire thing 
to cause recompilation for everyone. This patch bites the bullet and breaks 
it up into a number of files.

I tended to keep function definitions in the class declaration unless it 
caused additional includes to be necessary. In those cases, I pulled it 
over into the .cpp file. Content is copy/paste for the most part, 
besides includes/format/etc.
