[SimplifyCFG] DeleteDeadBlock() already knows how to preserve DomTree 
... so just ensure that we pass DomTreeUpdater it into it.

Fixes DomTree preservation for a large number of tests,
all of which are marked as such so that they do not regress.

The reversion apparently deleted the test/Transforms directory.

Will be re-reverting again.

David Majnemer dc3b67b4ca [SimplifyCFG] Don't use-after-free an SSA value 
SimplifyTerminatorOnSelect didn't consider the possibility that the
condition might be related to one of PHI nodes.

This fixes PR25267.
