Guillaume Chatelet 805c157e8a [Alignment][NFC] Deprecate Align::None()
Summary:
This is a follow up on https://reviews.llvm.org/D71473#inline-647262.
There's a caveat here that `Align(1)` relies on the compiler understanding of `Log2_64` implementation to produce good code. One could use `Align()` as a replacement but I believe it is less clear that the alignment is one in that case.

Sam Parker 08b4a8da07 [ARM][LowOverheadLoops] Correct offset checking
This patch addresses a couple of problems:
1) The maximum supported offset of LE is -4094.
2) The offset of WLS also needs to be checked, this uses a
   maximum positive offset of 4094.
    
The use of BasicBlockUtils has been changed because the block offsets
weren't being initialised, but the isBBInRange checks both positive
and negative offsets.
    
ARMISelLowering has been tweaked because the test case presented
another pattern that we weren't supporting.

Sam Parker 966f4e874e [ARM] Extract some code from ARMConstantIslandPass
Create the ARMBasicBlockUtils class for tracking and querying basic
blocks sizes so we can use them when generating low-overhead loops.

Chandler Carruth 2946cd7010 Update the file headers across all of the LLVM projects in the monorepo
to reflect the new license.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

Sjoerd Meijer 5c0ef83386 This refactoring of ARM machine block size computation creates two utility
functions so that the size computation is available not only in ConstantIslands
but in other passes as well.
