Haojian Wu e77bcc7371 [clang-move] Better support enclosing class. 
Summary:
* When moving an outermost enclosing class, all its nested classes should also
  be moved together.
* Add a test for not moving nested class.

Haojian Wu 18424c8e5a Fix buildbot error. 
The error maybe caused by the mixed environment of the two lint tests.
Cleanup the environment before running each test.
