The current inconsistency confuse contributors which coding guidlines to follow.
It would be better to have it consistent using clang-format tool.

Some instructions (especially mov+pop instructions) were setting the
wrong operands. For example, the pop instruction had the register set as
a source operand while it is a destination operand (the value is loaded
into the register).
I have found these issues using the machine verifier and using manual
code inspection.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

All these headers already depend on CodeGen headers so moving them into
CodeGen fixes the layering (since CodeGen depends on Target, not the
other way around).

Summary:
This pass will be used to relax instructions which use out of bounds
memory accesses to equivalent operations that can work with the
addresses.
The pass currently implements relaxation for the STDWPtrQRr instruction.
Without this pass, an assertion error would be hit in the pseudo expansion pass.
In the future, we will need to add more instructions to this pass. We can do
that on a case-by-case basic.
