This adds t2WhileLoopStartTP, similar to the t2DoLoopStartTP added in
D90591. It keeps a reference to both the tripcount register and the
element count register, so that the ARMLowOverheadLoops pass in the
backend can pick the correct one without having to search for it from
the operand of a VCTP.

Register allocation may spill virtual registers to the stack, which can
increase alignment requirements of the stack frame. If the the function
did not require stack realignment before register allocation, the
registers required to do so may not be reserved/available. This results
in a stack frame that requires realignment but can not be realigned.
Instead, only increase the alignment of the stack if we are still able
to realign.
The register SpillAlignment will be ignored if we can't realign, and the
backend will be responsible for emitting the correct unaligned loads and
stores. This seems to be the assumed behaviour already, e.g.
ARMBaseInstrInfo::storeRegToStackSlot and X86InstrInfo::storeRegToStackSlot
are both `canRealignStack` aware.

Surprisingly, not all instructions are always simplified after unrolling
and before MVE gather/scatter lowering. Notably dead gather operations
can be left around which cause the gather/scatter lowering pass to crash
if there are multiple gathers, some of which are dead.
This patch ensures they are simplified before we modify anything, which
can change some of the existing tests, including making them no-longer
test what they originally tested. This uses a combination of disabling
the gather/scatter lowering pass and adjusting the test to keep them as
before.

This patch converts llvm.memset intrinsic into Tail Predicated
Hardware loops for a target that supports the Arm M-profile
Vector Extension (MVE).
The llvm.memset is converted to a TP loop for both
constant and non-constant input sizes (of llvm.memset).

A DLS lr, lr instruction only moves lr to itself. It need not be emitted
on it's own to save a instruction in the loop preheader.

It turns our that the BranchFolder and IfCvt does not like unanalyzable
branches that fall-through. This means that removing the unconditional
branches from the end of tail predicated instruction can run into
asserts and verifier issues.
This effectively reverts 372eb2bbb6, but
adds handling to t2DoLoopEndDec which are not branches, so can be safely
skipped.
This treats low overhead loop branches the same as jump tables and
indirect branches in analyzeBranch - they cannot be analyzed but the
direct branches on the end of the block may be removed. This helps
remove the unnecessary branches earlier, which can help produce better
codegen (and change block layout in a number of cases).

This hints the operand of a t2DoLoopStart towards using LR, which can
help make it more likely to become t2DLS lr, lr. This makes it easier to
move if needed (as the input is the same as the output), or potentially
remove entirely.
The hint is added after others (from COPY's etc) which still take
precedence. It needed to find a place to add the hint, which currently
uses the post isel custom inserter.

This changes the definition of t2DoLoopStart from
t2DoLoopStart rGPR
to
GPRlr = t2DoLoopStart rGPR
This will hopefully mean that low overhead loops are more tied together,
and we can more reliably generate loops without reverting or being at
the whims of the register allocator.
This is a fairly simple change in itself, but leads to a number of other
required alterations.
- The hardware loop pass, if UsePhi is set, now generates loops of the
form:

- For this a new llvm.start.loop.iterations intrinsic was added, identical
to llvm.set.loop.iterations but produces a value as seen above, gluing
the loop together more through def-use chains.
- This new instrinsic conceptually produces the same output as input,
which is taught to SCEV so that the checks in MVETailPredication are not
affected.
- Some minor changes are needed to the ARMLowOverheadLoop pass, but it has
been left mostly as before. We should now more reliably be able to tell
that the t2DoLoopStart is correct without having to prove it, but
t2WhileLoopStart and tail-predicated loops will remain the same.
- And all the tests have been updated. There are a lot of them!
This patch on it's own might cause more trouble that it helps, with more
tail-predicated loops being reverted, but some additional patches can
hopefully improve upon that to get to something that is better overall.

This commit contains some holes in its logic and has been causing
issues since it was commited. The idea sounds OK but some cases were not
handled correctly. Instead of trying to fix that up later it is probably
simpler to revert it and work to reimplement it in a more reliable way.
Given a loop with two subloops, it should be possible for both to be
converted to hardware loops. That's what this patch does, simply enough.
It slightly alters the loop iterating order to try and convert all
subloops. If one (or more) succeeds, it stops as before.

Adds support to build pre-incrementing scatters.
If the increment (i.e., add instruction) that is merged into
the scatter is the loop increment, an incrementing write-back
scatter can be built, which then assumes the role of the loop
increment.

Fix for the address optimization for gathers and scatters which would in
some complex cases push out instructions not to the vector loop preheader,
but to other locations as well which lead to a scrambled order and the
compilation failing.
This patch ensures that said instructions are always pushed to the end
of the vector loop preheader.

This patch adds an analysis of the offset addresses used by gathers
and scatters to the MVEGatherScatterLowering pass to find
multiplications and additions that are loop invariant and thus can
be moved into the loop preheader, avoiding to execute them each time.
