[test] Pin backedge-id-bug-xfail.ll to legacy PM
...
The new PM doesn't have region passes, so this doesn't really make sense in a NPM context.

Will be re-reverting again.

StructurizeCFG: xfail one of the testcases from r321751
...
It fails with -verify-region-info. This seems to be a issue
with RegionInfo itself which existed before.
