For <8 x s32> = fptrunc <8 x s64> the fewerElementsVector action tries to break
down the source vector into the final source vectors of <2 x s64> using unmerge.
This fixes a crash due to using the wrong number of elements for the breakdown
type.
Also add some legalizer tests for explicitly G_FPTRUNC which we didn't have.

Fixes test-suite compile failure caused by 8dfb5d7.
While I'm in the area, add some more test coverage to related
operations, to make sure we aren't missing any other patterns.
This adds a G_FCEIL generic instruction and uses it in AArch64. This adds
selection for floating point ceil where it has a supported, dedicated
instruction. Other cases aren't handled here.
It updates the relevant gisel tests and adds a select-ceil test. It also adds a
check to arm64-vcvt.ll which ensures that we don't fall back when we run into
one of the relevant cases.

This will hopefully help stop cases where windows developers break the aarch64 target

This commit starts with a "git mv ARM64 AArch64" and continues out
from there, renaming the C++ classes, intrinsics, and other
target-local objects for consistency.
"ARM64" test directories are also moved, and tests that began their
life in ARM64 use an arm64 triple, those from AArch64 use an aarch64
triple. Both should be equivalent though.
This finishes the AArch64 merge, and everyone should feel free to
continue committing as normal now.
