Verified by flipping the default value of allow-unused-prefixes and
observing that none of the failures were under llvm/test/Transforms.

Enable performing mandatory inlinings upfront, by reusing the same logic
as the full inliner, instead of the AlwaysInliner. This has the
following benefits:
- reduce code duplication - one inliner codebase
- open the opportunity to help the full inliner by performing additional
function passes after the mandatory inlinings, but before th full
inliner. Performing the mandatory inlinings first simplifies the problem
the full inliner needs to solve: less call sites, more contextualization, and,
depending on the additional function optimization passes run between the
2 inliners, higher accuracy of cost models / decision policies.
Note that this patch does not yet enable much in terms of post-always
inline function optimization.

An alwaysinline function may not get inlined in inliner-wrapper due to
the inlining order.
Previously for the following, the inliner would first inline @a() into @b(),

making @b() recursive and unable to be inlined into @a(), ending at

Running always-inliner first makes sure that we respect alwaysinline in more cases.

Summary:
This change introduces InliningAdvisor (and related APIs), the interface
that abstracts decision making away from the inlining pass. We will use
this interface to delegate decision making to a trained ML model,

Summary:
copypasta doc of ImportedFunctionsInliningStatistics class
\brief Calculate and dump ThinLTO specific inliner stats.
The main statistics are:
(1) Number of inlined imported functions,
(2) Number of imported functions inlined into importing module (indirect),
(3) Number of non imported functions inlined into importing module
(indirect).
The difference between first and the second is that first stat counts
all performed inlines on imported functions, but the second one only the
functions that have been eventually inlined to a function in the importing
module (by a chain of inlines). Because llvm uses bottom-up inliner, it is
possible to e.g. import function `A`, `B` and then inline `B` to `A`,
and after this `A` might be too big to be inlined into some other function
that calls it. It calculates this statistic by building graph, where
the nodes are functions, and edges are performed inlines and then by marking
the edges starting from not imported function.
If `Verbose` is set to true, then it also dumps statistics
per each inlined function, sorted by the greatest inlines count like
- number of performed inlines
- number of performed inlines to importing module
