[cmake] Fix ms-compat version in WinMsvc.cmake 
As pointed out by @glandium here https://reviews.llvm.org/D130689#3709088
we updated the requirement of MSVC compatibility but not the flag passed when
using WinMsvc.cmake as a toolchain.
