[Python] Import the C extension differently for Python 2.6 and

Apply patch #1924524 from Casey Raymondson which ensures the 'No constructor defined' message is displayed when attempting to call a constructor on a class that doesn't have a constructor wrapper, eg if the C++ class is abstract.

Split docstrings into separate string literals at each newline when
generating C/C++ wrapper code (the C/C++ compiler will just combine
the back into a single string literal). This avoids MSVC
complaining that the strings are too long (problem reported by
Bo Peng on the mailing list).

- explicitcall feature removed.

- Instead of using the swig_up flag in each director method (Python, Ruby, Ocaml) to indicate
whether the explicit C++ call to the appropriate base class method or a normal
polymorphic C++ call should be made, the new approach makes one of these calls
directly from the wrapper method.
- Java/C# recursive director method calls fixed (no need for explicitcall feature to solve this now)
