Python does not consistently handle whitespace stripping of
contents in __doc__ across different versions and interfaces.
For example python-3.13 heap types don't strip whitespace
but but static types do. Python-3.12 and earlier didn't strip
any whitespace either. inspect.getdoc() does consistently remove
docstrings though. Given the whitespace is pointless, SWIG now
strips this off for single line docstrings.
There were only needed to support Python < 2.2, and we now require at
least Python 2.6.

This is a cherry-pick and merge from patch in #1261
SWIG-3.0.5 and earlier sometimes truncated text provided in the docstring
feature.
SWIG-3.0.6 gave a 'Line indented less than expected' error instead of
truncating the docstring text.
Now the indentation for the 'docstring' feature is smarter and is
adjusted so that no truncation occurs.
