We need to use VMware General Terms for RC/GA.
We are keeping the file name as EULA.txt only but
updating the content.

- Installer code is packaged as an rpm.
- For ISO creation rpm is installed along with initrd packages.
- For other images photon-installer needs to be installed through pip interface
before executing command 'make image IMG_NAME=<img-name>'.
