Srivatsa S. Bhat 9e62bf1c69 Add specs for core toolchain packages that are used as publishrpms 
Certain core toolchain packages are built manually and published to
bintray as "publishrpms", which are then used to bootstrap the rest of
the toolchain build. These rpms are often built with special patches
or configuration options (eg: statically linked dependent libraries),
and hence their spec files differ from their corresponding package
spec files (under SPECS/) that are intended for production builds.

We'd like to keep track of these publishrpms spec files somewhere, so
create a directory called PUBLISHRPMS_SPECS, and add gcc as a start.
