anolis: PHYTIUM: rtc: Add Phytium rtc device support
ANBZ: #1982
Add phytium ft25000 platform rtc driver.
Backport notes:
- Backported from PHYTIUM company.
- Replace the deprecated rtc_time_to_tm/rtc_tm_to_time.
- Replace phytium_rtc_ops's set_mmss to set_time.
