I'm not sure what that gains us, and it creates a problem when
trying to run the tests against libc++ with a custom install name
dir (e.g. /usr/lib), since the library that we link against (in
the build tree) will advertise itself as /usr/lib/libc++.dylib,
so we end up linking against the system dylib at runtime.

This fixes building libunwind with a new enough version of cmake.
(libunwind treats its asm sources as C depending on the cmake version
on some platforms; this fixes builds when such workarounds aren't used,
when cmake treats asm correctly on its own.)

cmake_minimum_required(VERSION) calls cmake_policy(VERSION),
which sets all policies up to VERSION to NEW.
LLVM started requiring CMake 3.13 last year, so we can remove
a bunch of code setting policies prior to 3.13 to NEW as it
no longer has any effect.
