Haicheng Wu 3ec848bc50 [InlineCost] add visitSelectInst() 
InlineCost can understand Select IR now.  This patch finds free Select IRs and
continue the propagation of SimplifiedValues, ConstantOffsetPtrs, and
SROAArgValues.
