Summary:
Adds intrinsics for the following:
* cmphs, cmphi
* cmpge, cmpgt
* cmpeq, cmpne
* cmplt, cmple
* cmplo, cmpls
Includes a minor change to `TLI.getMemValueType` that fixes a crash due to the
scalable flag being dropped.
