Steven Wu 493766e068 Frontend: Respect -working-directory when checking if output files can be written
Call `FixupRelativePath` when opening output files to ensure that
`-working-directory` is used when checking up front for write failures,
not just when finalizing the files at the end. This also moves the
temporary file into the same directory as the output file.

Abhina Sreeskantharajan 42a21778f6 [test] Use host platform specific error message substitution in lit tests
On z/OS, the following error message is not matched correctly in lit tests.

```
EDC5129I No such file or directory.
```

This patch uses a lit config substitution to check for platform specific error messages.

Duncan P. N. Exon Smith e4871c1e2e Rename clang/test/Frontend/output-{failures,paths}.c, NFC
A follow up patch will add a few success cases here; rename it to
`output-paths.c` instead of `output-failures.c`.
